Will cutting licenses break anything?

Each seat is checked against real sign-ins first, and nothing is removed without the person’s manager agreeing.

Can archiving really fix storage?

Usually. Most of what companies store has not been opened in years. Archived content moves out of the way and stays findable for the people who need it.
