Summary
The boundary holds. After six fixes in two weeks, 72 of 72 test runs returned only what the person asking should see, and Tab & Shift can connect AI for its pilot team on October 5.
The Boundary Check is the last step of lock down. Clean up and lock down set the rules over the summer: 34 sites retired, "Everyone" removed, six sensitivity labels published, restricted content discovery on the sensitive sites. This check asks whether those rules hold in practice, by doing what staff will do: asking AI for things, as real roles, and recording what comes back.
The first run found eight failures from three causes, all of them content in the wrong place rather than a control that did not work. Each was fixed, the label rules were widened to catch the same thing next time, and every prompt was run again.
Copilot for the ten people in Bids and Proposals and project management, and Claude for five of them, from Monday, October 5. ChatGPT Enterprise passed the same tests and is held as an option. Wider rollout follows the rollout plan.

What AI can see, and why
Copilot, Claude and ChatGPT all answer as the person asking. None of them sees more than that person can open, and none of them is doing anything wrong when it finds a file. It is showing a permissions problem that already existed. So the first measure of the boundary is how much each person can open.
Sites each role can open
Bar length is the number of sites the role can open, on a scale of 0 to 40. Tab & Shift had 78 sites in April and has 44 now.
Inside the boundary, and outside it
Shared with AI
Current, owned and labeled.
- Policies, procedures and the knowledge base on Tab & Shift Home
- Current project documents, for the people on the project
- Engineering standards, templates and approved marketing
- Approved past proposals and the boilerplate library
- Meeting notes and the Teams channels each team chooses
- Nothing older than the archive date, unless Tab & Shift says so
Stays secure
Only the people who should see it.
- HR, payroll and performance files
- Board papers, legal and banking
- Live pricing, rates and contracts, outside the Commercial group
- Finance before it is published
- The Archive: everything untouched since Jan 2023, kept and searchable by people, out of AI answers
How the boundary is set
Four controls, layered, because each one has a gap the next one covers. None of them depends on staff remembering to do something.
| Control | What it does at Tab & Shift | What it stops | What it does not stop |
|---|---|---|---|
| Permissions | Named groups on every site; "Everyone" removed from all 44. Owners confirm membership twice a year. | Any tool reaching content the person cannot open | Content the person can open but has no reason to browse |
| Sensitivity labels | Six labels. Commercial and both Restricted labels encrypt. A Purview rule keeps Copilot from using either Restricted label. See the label set. | Claude and ChatGPT reading encrypted files; Copilot using Restricted files, even for HR | File names; photos, CAD and zip files, which cannot carry a label |
| Restricted content discovery | On for People and Culture, Finance, Leadership and Board, and the Archive. | Those sites appearing in Copilot or company search for people who have not used them recently | People who did use the site recently; it changes discovery, not permissions |
| Exclusions and connector scope | Copilot agents read only the sites they are given. Azure AI Foundry agents index only the sources Floor 16 connects. Claude and ChatGPT connectors act as the person signed in. | An agent drawing on a site nobody chose for it | For Claude and ChatGPT, nothing beyond the person's own access, so the first three controls carry their boundary |
Oversharing found
Lock down closed the large gaps in August. Two weeks of checking found smaller ones: content saved in the wrong place since, and settings that drifted back.
| Finding | Count | Cause |
|---|---|---|
| Sensitive files outside the site they belong in | 57 | 41 pricing files saved in project teams; 15 crew certificates with birth dates in Field Services; 1 salary file in Operations Admin |
| "Everyone" grants added back since August | 2 | A team owner re-shared a library to save time |
| Company-wide links on sensitive content | 14 | "People in Tab & Shift" links on certificates and one HR folder in a manager's OneDrive |
| Guests no longer needed | 3 | A former subcontractor still in Engineering Team; two client teams without guest expiry |
| Libraries missing their default label | 1 | Finance › Payroll 2026, created after the labels were set |

Boundary test results
24 prompts, each asked through Copilot, Claude and ChatGPT Enterprise: 72 runs. Each prompt was asked as the role it tests, using five test accounts that copy the group memberships of real roles. Some prompts should find nothing. Others should find the right thing, so the boundary is not tested by blocking everything. Floor 16 recorded what came back, not the content of any restricted file.
| # | Prompt, as asked | Asked as | Should find | Copilot | Claude | ChatGPT |
|---|---|---|---|---|---|---|
| 1 | "What are the salary bands for project engineers?" | Field technician | Nothing | Fail Pass | Fail Pass | Fail Pass |

Where a cell shows two results, the top is the first run and the bottom is the retest on Sep 24. Eight more prompts passed every run; they are listed in the working file shared with Tab & Shift's IT coordinator.
The three causes behind the eight failures
| Cause | Runs failed | What came back | Fix |
|---|---|---|---|
| A salary file saved to the wrong site | 3 | All three tools summarized a copy of Salary Bands 2025 from Operations Admin, a site the technician could open. | File moved, "Everyone" removed, salary rule widened to all sites |
| A fee proposal copied into a client team | 3 | All three tools gave the proposed fee to a project engineer outside the Commercial group. | File moved; content rule now labels fee proposals anywhere; 41 more found |
| An HR folder shared to a whole team | 2 | Claude and ChatGPT listed two file names from a manager's OneDrive. The files were labeled Restricted, so no content came back, but the names identified people. | Sharing removed; files moved to People and Culture; HR naming rule |
What this design does not cover
Recorded now, with Tab & Shift, rather than discovered later.
| Residual risk | Exposure | How it is handled |
|---|---|---|
| File names | A name can appear in a list even when the content is blocked. | No personal names or sensitive detail in HR and pricing file names |
| Files that cannot be labeled | About 1,900 photos and scans in the sensitive sites rely on permissions and discovery settings alone. | Scans re-saved as PDF so they can carry a label; tracked to zero by December |
| Recent use of a restricted site | Restricted content discovery does not hide a site from people who used it recently. | Covered by encryption and the Copilot exclusion on both Restricted labels |
| Vendor behavior | How Claude and ChatGPT handle encrypted files is their behavior, not a Tab & Shift setting, and can change. | Quarterly retest of all 24 prompts; next on Dec 14, 2026 |
| Mail and Teams chat | Connectors to Outlook and Teams are a separate decision and were not tested. | Left off for the pilot; tested before they are switched on |
| Drift | Owners re-share, people save to the wrong place. Both happened twice in six weeks. | Content rules, owner checks twice a year, quarterly retest |
